“Move the needle” only helps if everyone knows which needle.

Before launch, agree the measure that best reflects the business objective. For a lead generation project, that might be qualified enquiries rather than completed forms. Define “qualified” so the agency and sales team count the same thing.

Record the current baseline, an agreed target and a review date. Check that the data can actually be collected. If enquiry quality matters, someone needs to record what happens after the form is submitted.

Include the conditions that could affect results: media spend, pricing, availability, sales follow-up and the time customers take to decide. An agency cannot fix every part of the business through advertising.

Agree how you will use the findings. Which result would justify continuing? What would prompt a change in the offer, audience or approach?

A useful measurement plan helps both sides make decisions. It can prevent you from spending another month on work that needs adjusting, or stopping promising work before it has had a fair test.
